Despite repeated denials by Kigali, a UN team of specialists claimed that Rwandan troops attacked soldiers within the DR Congo and provided arms and support to the M23 rebel group.
The militia, which was born out of the long-lasting effects of the 1994 genocide in Rwanda and has recently taken control of large areas of territory, has been regularly accused by the Democratic Republic of the Congo of being supported by Rwanda. M23 asserts it does not get help from Rwanda, a claim Kigali has often denied.
